I'm guessing he was stoned out of his mind.  He's a pretty good actor but he'd have to be a great actor to act that stoned.

It was definitely an act.  If you watch closely, you can see him yank off those glasses and lean in to talk with Letterman as soon as the cameras pull away.  This guy has been all over place lately trying to stir up attention.  Have you seen the video of him rapping in some bar?  It's obviously a joke.  He thinks he's Andy Kauffman (sp?).
