should we just send them off to college for a liberal arts degree and an unknown fate after they graduate?  What I mean by a true skill is not some mealy mouthed "expertise" in human resources management but welding, machine operation, auto mechanics etc....

Germany has an apprentice system, as does most of Europe. The US does not. We do not want to PAY folks to do that kind of work....
