if the illegal stole the SSN, then opts not to have witholding, then vanishes at year's end, or acquires a different SSN, then he or she paid zero tax.

No, because at the wage levels of almost all illegals, there won't be any income tax owed, but there will be, or should be, payroll taxes withheld from the check and matched by the employer.  It's why you have all those maids out there who get a check but no W-2, it's called tax evasion, aka fraud, since the employer, the family, doesn't pay the FICA.  And it's common with undocumented workers in all kinds of professions.   Go ask anyone you know if he hires illegals, then ask if he treats them as an employee or an independent contractor.  I'll bet you it's the latter, even though it will be illegal, but the employer then gives him some cash, no withholding. 

If you don't think this is the norm, you're the one who is naive.
