as the arizona law was about to take effect the law breaking spics were fleeing arizona in droves. SIMPLY BY ENFORCING THE LAW.

That's true, and it's also true that illegal immigration is down all over the country because of the depression.  It's tougher to find employers who will even hire the disposable illegals.  Right now they can get a documented person just as desperate and just as cheap.

FWIW, nobody actually opposes them enforcing the law.  The AZ law is an issue because it requires the police to verify citizenship, and if they can't to jail the person until the person CAN verify he or she is legal, and sets up an enforcement regime that could, if any police department wants it to be that way, devolve into harassment of anyone with brown skin.  "You crossed the road against the light.  Show me your papers, spic!"  This is men, women, kids, anyone who breaks any law or local ordinance at all can now be harassed and asked to prove their status.  Which means anyone the cops decide to stop.  Not just robbers, or even speeders, but anyone who, for example, throws a cigarette butt down on the sidewalk is now subject to harassment. 

That's the issue, not whether cops can do what they've always done, which is verify the ID of anyone arrested for serious offenses.

That's the issue, not whether cops can do what they've always done, which is verify the ID of anyone arrested for serious offenses. 

When you verify ID, does this verify citizenship? I cry "FOUL" with the above statement. Are you saying that ID is only checked when someone is arrested?

Can The Police Stop And Question People Who Are Not Under Arrest?

Yes. The police can stop a person, and ask questions, without "arresting" the person. Upon seeing suspicious activity, the police may perform what is called a "Terry Stop," and may temporarily detain people to request that they identify themselves and to question them about the suspicious activity. The scope of a "Terry Stop" is limited to investigation of the specific suspicious activity, and if the police detain people to question them about additional matters, the stop can turn into an "arrest." For their own safety, the police can perform a "weapons frisk" on the outside of a person's clothes (sometimes called "patting down the suspect") during a "Terry Stop." During this frisk, if they feel something that may be a weapon, they may remove it from the suspect for further examination. However, they are not entitled to remove items from person's pockets that do not appear to be weapons, even if they believe that the items are contraband.

Not just pulled over, but doing anything that breaks ANY law or local ordinance.  Jaywalking is sufficient.  So is litter, loitering I assume.  The bottom line is right now here in Knoxville, if a policeman wants to stop you, he can find or make up a reason.  Improper lane change, crossing the center line, weaving, no blinker, rolled through a stop sign, etc.  If you follow anyone for any length of time you can find a reason to stop and harass them.  And if you don't have a real reason, it's simple to make one up.  That is just fact that anyone stopped for Driving While Black can attest to, and there are many influential blacks who have talked about being stopped for such a "crime."
